In Maharashtra, a child can potentially be eligible for a domicile certificate if their parents are permanent residents of the state and have lived there for more than 15 years. The child's parents being permanent residents for a specified period (15 years in this case) is a key factor in determining the child's eligibility for a domicile certificate.
