Doing Regular Ph.D. being a govt employee with permission but not NOC

Sir I am serving member of Indian Armed Forces, I am pursuing Ph.D. with permission but as per UGC regulation university need NOC but any how university gave me admission. Now I am doing course work regularly after adjusting my working hour giving full working hour to my employer. Is it can me cause any difficulty in future for my re-employment or cancelling my Ph.D. or any job risk.
