Difficulties in getting passport

18-Sep-2023 (In Civil Law)
My parents are from Nepal and settled in India since 1998. I brought up in India, my parents don’t have passports, but have voter id, pan etc. I was not issued the passport as my parents don’t have citizenship. I am married to an Indian guy now. And applied for the passport for the 2nd time, but still my application is on hold. Can I get a passport or what else I have to do in order to get passport, I am trying to get passport for the last 2 years now. At RPO, people are not so communicative.
