Delay in issue of mba degree certificate and refund of caution deposit

Sir, My course was MBA. I completed it on dec 2023 and applied for degree certificate on January 2024.. Students who applied before and after me got the degree certificate from university but mine was still delayed stating that there is paper shortage. I feel this is a deliberate dereliction of duty by some staff of university in kerala. Even my caution deposit is not refunded.... Kindly suggest solution..... I have approached several times before the authorites and also gave written complaints.

If the authorities and staff continue rejecting your application and there is a delay in issuing your degree certificate for trivial reasons, you can approach the High Court. I have filed similar cases in the High Court and have been awarded judgments in client's favour.
