I need some clarification before giving property advise. I need to first know as to what exactly was the legal notice about? Since CBSE is an instrumentality of state it is amnable to the writ jurisdiction of the court, however before that you need to ensure that you have exhausted the CBSE's internal grievance mechanism (grievance portal, regional officer, chairman etc). Or the other way would be to approach the consumer forum, depending on the type of grievance. Depending on the type of grievance you could also consider writing to a complaint to the Ministry of Education. However, if you wish to access information then RTI would be the route.

If you have received an unsatisfactory reply from CBSE to your legal notice, your next step is to file a Writ Petition under Article 226 of the Constitution before the appropriate High Court to challenge their decision and seek legal relief, or alternatively, file an appeal under the RTI Act if the matter pertains to a denial of official information or mark sheets.

Approach the High Court in a Writ Petition under Article 226 of the Constitution. But filing a writ would also depend upon the nature of relief you are seeking. CBSE is within the definition of State under Article 12 of the Constitution therefore approaching the HC would be appropriate.

The next steps ideally if you are seeking relief from CBSE would be depending on what is the relief sought and based on that an assessment can be made of the next steps. If there is any fundamental violation then it is filing of Writ Petition
