Consent form fulfillment and revoking

I signed a consent form to go for a trip with my college. However, I've decided to back out last minute. The college is using the consent form against me and forcing me to attend the trip as it is mandatory. Can I revoke my consent form? They also expect us to compensate the college for the travel fees that was spent on people who aren't attending, even though this money was already adjusted in the annual fees.

Well, if the College has already deducted the trip cost from your annual fees, then, they do not hold any rights to deduct the trip cost again, as they have already recovered their losses by initially deducting your trip cost from your annual fee.
