My neighbour doing mentally harassment and verbally abuse to my mother at that time I am not in home.

Hlw, I saw your question, there are several things you can do, such as you can lodge a FIR or file an application under sec 144 IPC. But before you take any step, hire an advocate who can guide you properly.

Dear Client, In the given scenario, post service of a legal notice if the matter is not resolved, then, lodging a complaint against the neighbour at the local police station, you can escalate your grievance before the public grievance cell of DM's office for redressal of your grievance.
