College not providing my provisional certificate due to fees due

Hi, I have completed my engineering from JNTUK affiliated college. My college is refusing to provide my Provisional certificate as my college fee is pending. Can i have legal notice to the college for holding my provisional certificate.? Actually, my college fees was to reimbursed by government but after joining the college, government changed it's policies and stopped my reimbursement. So, I am not in position to pay college fee now. What I have to do to get provisional certificate?

hi if they are not issuing the certificates then you could issue legal notice asking them to return the certificates and if they are not returning those certificates then you could approach court by filing writ petition
