College is refusing to provide me with the leaving certificate

I'm in 12th currently, and I'm supposed to give my board exams this year. However, due to the absence of a few documents required to fill the HSC examination form, I couldn't fill it. I had no other option but to give my boards through the HSC board without the documents. So, I decided to give my boards through the NIOS board as a private candidate. But for that, I require my college's 11th leaving certificate. The college is refusing to provide me with the leaving certificate for this reason.

Under the Maharashtra Educational Institutions (Regulation of Fee) Act, 2011, and allied provisions, a school/college cannot withhold a student's leaving certificate as it impedes their fundamental right to education under Article 21A of the Constitution. You may file a grievance with the Education Department or approach the District Education Officer. If unresolved, you can file a writ petition in the High Court under Article 226 to seek relief, compelling the institution to issue the certificate.

Well, you can file a case in Court against the College for refusing to give you LC. If College remain adamant on its stand, then, you will be left with no option but to approach Honourable Court of Law.
