College is refusing to provide me with the leaving certificate

I'm in 12th currently, and I'm supposed to give my board exams this year. However, due to the absence of a few documents required to fill the HSC examination form, I couldn't fill it. I had no other option but to give my boards through the HSC board without the documents. So, I decided to give my boards through the NIOS board as a private candidate. But for that, I require my college's 11th leaving certificate. The college is refusing to provide me with the leaving certificate for this reason.

What documents are you deficit which your college is asking for? This seems to be an eligibility issue. What reason your college gave while rejecting to issue an LC? Please provide details to assist you better. Contact if required as the time is very short for the exams to commence
