College did't allow student for reason of pending fees

Can college restrain the student to attending class untill pay the current semester fees and putting absent for those student who actually attend the class .

No management shall debar any student from attending either classes or examination on account of non-payment of fees. That would be infringement of rights of a student as guaranteed under Article 21 of the Constitution of India.
