College and Exam releated issue

I am currently a final year bcom student.My final semester exams starts soon.I have paid the exam fees.From 4th semester, the college forced students to pay sem fees to be elligible to pay exam fees and write exams.But in this final sem,they didnt made it necessary for sem fees to write the exam.I paid exam fees and the procedures were all completed. But right now, Exactly on the day right before the exam,they say they wont give the hall ticket to students who havent payed the semester fees.

The hall ticket may be issued by the university. Exam and semester fees are different matters. It's your fundamental right to attend the exam... You may require to initiate appropriate legal action, if they are not permitted.
