Christian marriage registration

My husband and I are Christians who got married in church in 2018 under the Indian Christian marriage act. When we went to get our marriage registered (for Christians the process involves getting the official chruch certificate stamped at the Bishop's office, then notarised, then stamp at home minister's office in Mantralaya, followed by Final stamp by the Chsritian Marriage registrar. At present both the registrars have retired since January 2020, and their position has not been filled in by the Government till date(20-11-2020). I've been told to just wait... not sure to what end. However, I need to get a legal marriage certificate at the earliest. Questions: 1. How can i register my marriage under the same act, if possible. Is there anyone else who has legal authority to give the final stamp? 2. Can I re-register my marriage from the Indian Christian Marriage act to the Special Marriage act? By doing so, will my marriage date change? And what is the process and fees?

it may be possible for you to register your Marriage under special marriage act if both of you fulfill the condition of being mature, Indian citizen etc. yes, after filing for registration of marriage, you'll get a date for marriage atleast after 4 weeks.
