Can resident of the top floor stop other flat owners to enter terrace

I'm a student living in a 4 storey building on ground floor in Patel Nagar Delhi 110008 and sunlight doesn't reaches here due to contested buildings. And the resident of top floor doesn't allow me to dry clothes on terrace. Is it any rule or law that doesn't allow me to do so. Then why should I allow her to operate his motor pump as that creates so much sounds and water of his AC fall on my window side that creates disturbance. I had suffered from itching as I wear wet clothes. Sir/madam please suggest me what should I do?
