Can recruitment agencies/cells charge money from candidates?

I am a 4th year B.Tech student looking for job opportunities, recently I came to know about an agency that provides a guaranteed interview with small startups and charges Rs 5000 per interview. I also tried it, and yes the interview was legitimate/real. I want to know that whether it is legal for agencies to charge money from students as in my case?

It is a standard practice among job consulting agencies or recruitment agencies that provide jobs to professionals that they provide you with the job interview and if the candidate gets selected and works with that particular company for a couple of months then they charge from the recruiting company and not from the candidate.
