Legal Age to marry in India is 18 yrs for a girl and 21 years is for a Boy. Thus, in your case, as the Boy has not completed 21 yrs of age, he can't marry with a Girl of 19 years old, despite she has attained her age of majority & as such, she has become legally entitled to marry with free consent. Despite that, in your case, if the under-aged Boy of 20 years and seven months old marries with a girl of 19 years old in Mumbai, then the Boy has to undergo a rigorous imprisonment of 2 years or he has to pay Rs 1 Lakh as fine or both. It is pertinent to note here that, as per the Child Marriage Prohibition Act, the Child-Marriage is not void in India, it is voidable at the instance of the party who was a child/underage at the time of marriage. Any person - before he/she attains the age of majority is considered as a child. In case of child marriages, an underaged victim or their parents/lawful guardians can file a petition in District Court for the annulment of marriage at any point of time. However, the under-aged victim can file this petition only after two years of attaining his/her legal to marry which is 18 years in case of girls and 21 years in case of Boys.

legal age for marriage is 21 years for males and 18 years for female..it is not advisable to get the couple married at this age.. Even if married it won't have any legal Vue in the eyes of law.. it is few months for the guy to complete the age of 21 years..it is advisable to wait till the couple completes their age to get married.
