Can a person become IAS if he facing civil case in session court

Can a person become IAS if he facing civil case in session court even their is no hearing till today? Section is related to hurt religion feeling by text on WhatsApp, so this type of case come in which category? Will it be count in civil case or criminal case?? How can someone save from this type of case? Can someone join any govt job if it's pending case but no hearing only attendance once in 2 month ???
