Can a CCL be challenged in the higher court

As ypu understand by my subject I am a contractual doctor in Ayush. Am i get ccl or not. Ccl is granted by uttarkhand, Allahbad and Madhya pardesh high court for contractual employ but my admnstration has refused my ccl application as i m a co tractual doctor. Can I challenge them for ccl in court?

You can surely challenge their decision as the provision for granting CCL is for both kinds of employees whether they are working on a permanent basis or contractual basis. The high court has clearly held so in its decision.
