Brother not agree to give NOC for dependent daughter family pension.

09-Jun-2024 (In Civil Law)
I have applied for dependent, divorced daughter's family pension to office of DRM, HOWRAH. All my documents are submitted, except my only brother's NOC. He is not agree to sign or give his document for that. Instead of that he is directly and indirectly giving mental pressure to sell our house. I told him that if he help me by signing NOC then I will agree to sell house, and also hive him some extra money. But he is still not agree with me. Now what can I do, so that he will agree to sign.
