Birth Certificate Suspecting Fraud

My brother who is 7 years old didnt had a birth certificate for making a aadhar card , so we thought of making a birth certificate and contacted the lawyer ,he demanded 5000 initially and then later on told 25000 rupees would be the charge.We reluctantly agreed as it was urgently required in his school. Its been 6 months now and still now he has not given us the certificate , each time we ask he gives out a stupid reasons .I think he is doing a fraud with us. Could you suggest me what I can do?

Dear client, based on your questions, if your lawyer still not provide the certificate, first you contact your lawyer again if he is not response properly then you can file complaint to State Bar Council of India against the lawyer. hope this advice help you.
