My baby was born at hospital.later I know that hospital was non registered the discharge file was given don't have any registration number and adminstration of hospital don't do any help and I can't proceed for certificate.

Well, you can file a case against such Hospital, that, how it was doing delivery of Babies without having valid licence from Government. This is mockery of the Indian Laws. Strict Action needs to be taken against such Hospitals in India not following Indian Laws by cancelling their Licences to operate as Hospitals. As far as Birth Certificate is concerned, you can get it easily by just disclosing the location, where the child was born by communicating such in a prescribed format to the Registrar of Births
