Bike sold, but RC name is NOT changed with buyers name

Hi, I have sold Honda DIO Scotter on December 6th 2018 to Rudarakshaala Naresh, S/O Rudarakshaala Ramulu. I have called so many times and I have messaged him at least 50 times to transfer the RC on his name. But he never changed his bike on his name. He is still running the bike on my name as on today. While taking the bike he said, he will get the RC card get changed and he has taken the original RC card and took my signatures in RC Bike Original transfer forms like Form 29 & Form 30.
this is a common issue, but it can be solved legally. Since the buyer hasn’t transferred the vehicle even after you signed Form 29 & 30, you can send him a legal notice demanding immediate RC transfer and clearly state that you’re not responsible for any accidents, fines, or misuse of the vehicle after the sale date.
You should also inform the RTO in writing (with a copy of your sale proof) that you sold the scooter on 6th December 2018 and the buyer hasn’t completed the transfer. The RTO can record this and protect you from future liability.

we can send notice to the buyer for not converting the Rc to his name,another way is to send a notice that if he doesn't change with in time will file a stolen vehicle case then he can be motivated to change the rc
