Asking for original documents from college to return my originals

I have discontinued my bsc nursing in first year in 2019
When i asked for my original documents ,the college is asking me to pay full fee.
I have read that the UGC guidelines that colleges cannot keep certificates
I am unable to pay the fee
I have already paid my first year fee
How can i get my certificates back
Please help as i have to pursue my higher education
hi if the university or college is not returning the original certificates on the ground of non payment of fees tthen you could approach court seeking direction to college to return the certificates without jnsisting fees as it is in violation of AICTE rules
