Appeal before State Information Commission

The FAA has adjudicated my 30 RTI appeals without giving opportunity of personal hearing which was specifically requested by me in all appeals. Moreover the Order is not a speaking order which the FAA as Quasi Judicial officer should have done. Request valuable opinion as to whether I should file individual appeal before the State Information Commissioner or can I file one appeal against 30 orders.

File separate second appeals for each RTI matter. Since every FAA order arises from a distinct application, a common appeal may not be maintainable. Also challenge denial of hearing and the non-speaking orders as violation of natural justice.
