Am i eligible for OBC NCL central certificate

Seeking legal opinion on central OBC-NCL eligibility. Native: Supaul, Bihar (Voter ID of father). Current stay: UP (Aadhaar shows UP due to father's PSU job). Father joined PSU in Maharashtra as a Non-Executive (Group C equivalent), was promoted to Executive (Group A equivalent), transferred to Odisha at age 49, and is now in UP earning a ₹ 26 LPA salary. External family income is ₹0. If i am eligible then what all documents i need to make obc ncl certificate? What document from PSU do I need?
