About uogradation of category after qualified for national fellowship

Hi mam i am belongs obc category and had a jrf and srf fellowship during my phd. I also married in the middle i git married and my husband income is 22lackh per annum. And i paid obc fee only during my phd time but now they are asking me to pay gm fee because of my fellowship status .... is this correct and what can i do now
