As per your qustion, it is difficult to understand whether you receive that PDC against legal enforceable debt or other liability. If yes then you may file complaint under 138 of N.I. Act . But within 30 day from the date of information received from bank about stop payment..

Send him legal notice thru some local Adv, keep safe all the records related to it.. If matter doesn't get solved even after notice, then last option is filling case.
You can file the case of fraud also against the party.. Which is criminal case..

As per the provision of Negotiable Instrument Act it is obligatory on the drawer to pay the cheque amount. You can file a complaint u/s 138 of Negotiable Instrument Act . You need to send the concerned person a legal notice within 30 days from the receipt of information from the bank regarding the return of the cheque as unpaid

As long as the cheque is issued in discharge of a legally enforceable debt, the reason for bouncing of cheque is immaterial. Make sure that a statutory notice is issued in writing within 30 of cheque bounce demanding the cheque amount. and thereafter if you do not receive the money from the issuer, you can file a complaint before a competent Court for offence under section 138 of Negotiable Instruments act.
