Legal action against bank not closing the account and imposing penalty

I have an account with HDFC, which I requested to be closed in October 2017. I got a reference number from their call center. I assumed that the account would be closed and left it as-is. Recently, I got a message from the bank saying my Aadhaar number has been linked with this account, at which point, I checked and saw that not only my Aadhaar number has been linked without my authorization, but I've also been charged penalty for not maintaining a minimum balance. I went to the bank day before yesterday and paid this penalty and filed another request to close my account. The person who took this request promised that it will be closed by the end of the day. But today, when I login to their netbanking, I see that there's another penalty applied to my account, and my account has not been closed yet. What recourse do I have at this point? I think I have been very patient with the bank so far and paid their penalties once, even thought I believed it was not fair.
1. Issue legal notice asking them clarification for why account not closed irrespective of multiple request from your side.
2. File consumer complaint ( attach all the evidences ) against HDFC for the damage claim.
