Insolvency petition for escaping loan taken from bank

I have personal loans and loans on cards amounting to approx 27 lakhs. The Emi comes around 1.2 lakhs which is double of my income. The banks are not ready to consolidate or increase the tenure. Can I file an insolvency petition for restructuring of loans?
MY OPINION THAT you have every right to restructure the lone about,but before that you have done some legal works immediately to rectify and submit to the concerned Bank for insolvency application and file insolvency petition, contact with me.
