Credit card company denied bank loan even after clearing pending dues

Hi, I had a credit card from HDFC bank and was using it.I used the card for a lakh and was paying the minimum amount due for 4 years.I tried to contact the bank various times to give me a loan and they rejected many times,Now i have cleared the whole money and trying to file a complaint against the bank.Can i do that? One more question i had was how are banks allowed to charge so much interest(48% a year) interest on credit card where as normal people cannot charge more than 24%?

The money which you have utilized are repaid with interest. Bank has not prevented you to pay more than the minimum due. Taking loan is not a fundamental right. Charging interest is policy matter of the bank .
