Q: What happen if wife not recevied Talaq e ehshan notice and retured.

I have send talaq e ehsan notice and iddat amount by speed post and amount by money order but my wife is not recevied the notice and return the notice and amount. Also my wife is not given any oral or written response to my notice.From last 2 year she is at her home.So after 3 notice my talaq is valid by muslim personal law.
