Any person aggrieved by a refusal on the part of an officer in charge of a police station to record the information referred to in sub-section (1) may send the substance of such information, in writing and by post, to the Superintendent of Police concerned who, if satisfied that such information discloses the commission of a cognizable offence, shall either investigate the case himself or direct an investigation to be made by any police officer subordinate to him, in the manner provided by this Code, and such officer shall have all the powers of an officer in charge of the police station in relation to that offence.

For getting eligibilty in OBC NCL quota you need to have your income below 8 lakhs for the preceding 3 years. Some my concern is if for one of the year my parents income exceeds * lakhs then in that case will i be eligible for OBC NCL or not?As the rule of exclusion says that "person having gross annual income of Rs 8 lakh for a period of 3 consecutive years" does that mean that if for any of the year the income is below 8 lakhs then you are eligible for OBC NCL?

If their income falls below Rs.8 lakh during this period, the applicant becomes eligible for the certificate.Income Limit of determining the Non-Creamy Layer Status of OBCs. In order to qualify as an OBC non-creamy layer candidate, the applicant's parents' annual income should be less than Rs. 8 lakhs.
