Seller is not giving relevant documents how to proceed legally

I purchased a flat in Navi Mumbai and entered in to sell agreement by paying stamp duty & registered it on 5 April 2017 So far I have paid 80% of the total cost the remaining 20% is to be paid for which I am availing loan from bank. The seller has taken loan from ICICI bank and not yet cleared.Since the date of agreement I repeatedly asking the seller to hand over the documents & conclude the deal but every time he is giving one or other reason for not clearing his loan. Hence I couldn't entered in to the sell deed. So far I have not issued him any legal notice I would like to know how much is the validity of the sell agreement & what action I can take against him to conclude the deal. Please advise. Once the Sale Deed is executed and registered then there is no such validity kind of thing, it clearly indicates that flat belongs to you. You issue notice to the seller demanding the balance required documents and also an Loan clearance or No Due certificate from ICICI Bank.
