Brother not accepting property share now can he claim later

We are two brother. We are having a parental property. After my father death property was automatically in favour of two brothers and mother. Since last 10 years my younger brother was not staying with this property. My self and my mother staying on the same. I have given option(verbally) to my younger brother 10 years before to gift his share to me in lien of the value of his equal portion of the property. He did not agree. On recent development my mother willing fully gifted her share of property to me as I am looking after her since last 10 years and will continue to do so till she alive. I have a proper legal documents on the same.Once again I offered (verbally) to my brother to gift his share of property in lien of the value of his portion. Still he is not agreeing, neither he is paying any maintenance charges for his share. Please suggest me the legal provision to settle the issue.
