Wrong Cadre allotted in govt service can I file a case in CAT

This is related to Service matters at CAT. I belong to govt service. I was allotted a state cadre. After 14 years of service, I came to know that I have been wrongly allotted a particular state cadre and I was eligible to be allotted to my home cadre. If I file a case now in CAT, is there a high possibility of it being dismissed merely because I have approached the court late, say after 15 years? Only reason I did not approach is because I was not aware of the mistake by the central govt ministry which is supposed to follow a roster and rules diligently. Will the delay be condoned?

no, there is no point filing a writ petition before the HC. the delay can be condoned only if there is sufficient cause. and here the delay is on your end. how and when did you come to know about the cadre and if you can show the sufficient cause of delay then yes it can be condoned if not then the case may be dismissed.
