Builder not started redevelopment work till now

A builder was selected by our society for redevelopment in 2012. He didn't start the work in the last 4 years. Now he is renegotiating with the society with terms and conditions. But he is not stating that in a written form so that he is not accused of breach of contract. He is not starting the work till we agree to his demands. I want to remove the builder from the project and reappoint a new one without a legal deadlock. is there any way to do that.

You can file a petition in the court as the basis of the agreement between  society and the developer not executed on the part of the builder and claim compensation for the same. You can cancel such agreement upon non execution of the work mentioned in the contract for 4 years.
