inordinate delays in implementing verdict of supremecourt

Sir.I m an aspirant of Andhrapradesh publicservice comision.APPSC issued group1 notification in 2011.as there were certain key mistakes , many aspirants lost opportunity and filed cases in HIGHCOURT &SUPREMECOURT.both courts has orderd for reconduction of mains (in curative petition even after bifurcation).there is no any step taken by APPSC till nw.it has been 4 years since the issue took place..APPSC is avoiding conduction of xam stating the reason of bifurcation..Disguised with this even ContemptPetitioncivil 690/2015 was filed.but petitIon IS UNHEARD.what should we do for urgent hearing
