Dear sir,

There are numerous steps in opening a publishing house:

1. Incorporation of a company under Companies Act, 2013.
2. Trademark registration for the logo.
3. ISBN number registration and if publishing of journals then ISSN number.
4. Labour compliance depending on the number of employeee.
5. If you are importing/exporting books/journals etc. then custom regulations are also applicable.

Please take note of following -
1. You need to get your Company/LLP registered for the same.
2. You will get the PAN and TAN based on this registration through which you will open a bank account.
3. Then get your GST registration done.
4. Your printing press will have to be at such place which is not a residential one and you need to have commercial electricity and water line for this press.
5. Then comes the licese to run this press which will come under Factory Act and its rules which will be provided to you from the labour commissioner office.
6. If there are 10 or more number of employees working on your press then you have to comply with the labour and industrial laws like Grautuity, PF, ESI, Minimum Wages, Payment of Wages, Maeternity Benefit and so on. You are also required to insure about the safety mechanism and chemical use and its storage which you will use in your press machine.
Most above the labour employed at the machine has to be skilled labours and not semi-skilled and unskilled labours.
