First and the foremost you require Food business operator (FBO) license from FSSAI, this the main license you require to start any food business.
Apart from this you require Vat registration, Trademark registration, business registration ( Company registration) etc.

FBO license is one thing which should be your on your first priority.

There are some general requirements and then some specific requirements. I will discuss about both of them one by one in my answer. Please go through the same.

Basic requirements –

You need to register your start up as some form of organization (Partnership firm, LLP, Company etc.) accordingly you will get your PAN, TIN, DIN etc. depending upon the type of organization you choose to register your start up. If you wish you may continue as a sole proprietor and in that case you do not need to do the above formalities. However, in that case you will lose much of the rights which you may avail as an organization.

Once you get your organization registered you can protect your Intellectual Property Rights (Design, logo and trademark) by moving an application before the appropriate forum (Controller General of Patents, Design and Trademark).

Specific Requirements –

Firstly, since your start up will be about a mobile kart (eco friendly) which you will pedal yourself throughout the city you need to take license under the Street Vendor Act. As per the act every state has right to frame rules based on which they grant license to various street vendors mobile or immobile. So the policies may differ from one State to another based on which the licensing is part is taken care of. You are required to submit your application before Town Vending Committee to get your license under the Act.

Secondly, you intend to sell food, beverage and confection on your mobile kart so it is necessary for you to take license under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011.

Licensing part will increase further when you will increase the number of karts making your start up a national level business.
