Licenses required to start a Soap and Cosmetics Company in India

Hi Team, Thank you for providing a platform to kick start things. I have foll. questions: 1. Does every Indian state quote DIFFERENT rules/tax incentives/approval process to start a Soap and Cosmetic Company? 2. What all licenses are required to start a Soap and Cosmetics Company in following cases: a). All products are contract manufactured, all testing, packaging, labeling outsourced; products label carry company’s name. b). At least one product is made, packaged, labeled in house in company name. Other products as in (a) above. 3. What licenses are required in case: a). the finished products are stocked on premises/warehouses owned/leased by company before sales b). Company stocks products in the warehouse/space provided by contract manufacturer and sales proceed directly from the contract manufacturer’s warehouse. 4. Are separate licenses required to sell products online vs a physical retail outlet? Looking forward to a helpful response. Thanks!
