Licences required for delivering alcohol

I would like to start a Alcohol Delivery business in Bangalore, just like foodpanda, Swiggy which delivery Food. Please let me know what are the licence that I will require for the same. I am new to business field, please provide all licences that will be needed.
There are legal issues such as Permits, you cannot sell alcohol of one state in the other due different laws and tax structures, also according to alcohol-laws no resident can hold more than 2-3 bottles at his residence without a permit. Then you also have to verify the age of your buyer as in India you can sell alcohol to people only 25years+
