Is licence required for herbal products

We are making home made herbal products like bath melts, chocolate scrubs etc. Do we need licence?
Please take note of following -
1. You are required to comply with the company laws of India,
2. You are required to comply with the finance and investment laws of India,
3. You are required to comply with the tax laws of India, and
4. You are also required to comply with the medicinal laws of India as herbal products in India are governed under Pharmaceutical and Medical laws of India.
