Is it possible to get a license to sell liquor online

Is it possible to get a license to sell liquor Online in a particular region . also how much on average will it cost . can i sell liquor online under the name of my friends shop ( He has a license to sell in a particular region) and i will earn commission per sale . My only part would be transporting liquor to customers and bringing customers online to purchase it .
It is impossible to sell liquor online in India. India is a country where almost all states has its own law to deal the subject matter of liquor and has different taxation system for liquor.
Much of the States in India has completely ban the selling of liquor. States like Bihar has a law which punishes with an imprisonment of 10 years if you are found selling liquor over there.
There was a time when some of the entrepreneurs ventured in to this business but then the government came back extremely hard hitting over the subject.
