I want to open a lucky draw system how can i start such a business

is it legal to open a lucky draw in India. how can i open and run such a business in Bangalore?
Such schemes are in legal terms known as a "Prize Competition". Prize Competitions are not illegal by virtue of the fact that, it is certain.
Certain in the sense that, there is a fixed amount or designated gift being given to a designated person by virtue of his position i.e. First, Second and so on.
But, in the case of gambling and all such activities, it bear the nature of uncertainty since the total prize money and who will win i.e. There's no First, Second or third predetermined place and thus, it becomes illegal.
You may look at Section 29 of the Indian Contract act get to a deeper idea into the uncertainty aspect.
