What is the procedure to publish a notice in the newspaper

My father is not coming home from last several years. He has debt around 50 lac. Now people are threatening us for rs. We want a way out of this situation. He is not even giving divorce to my mother. Please guide me in best way to come out. I am thinking of publishing one notice in newspaper. But I am not sure what to include in notice and how much it would help me and my family. Please suggest.
