Tour Operator Not refunding money

I paid ₹5,20,000 in August 2025 to Hajj Umrah Tours & Travels for Umrah travel for my family. The travel did not happen as promised. After repeated follow-ups, only ₹1,00,000 has been refunded so far. I have been waiting for the balance amount for several months despite multiple assurances and timelines given to me. Communication has now become irregular. Tour guy had given a blank signed cheque as assurance which i still have. Please advise a successful recovery steps.

Dear sir, As per your query, you are having the following options to recover your money. 1. You can file a civil suit to recover your money before the jurisdictional civil court. 2. You can file a consumer case before the District Consumer commission seeking recovery money and compensation. To file a case as stated above, You have to furnish paid details and bills issued by the opposite party.
