Recovery of amount paid to friend

2 months back my friend took my credit card to purchase mobile from that and he promised to pay the amount in cash or bank transfer. But he paid less than half of the amount and not picking up any calls or replying to any texts. What can I do in this case? Purchase bill is also under my name. Please suggest what legal action can I take in this case?
