Money taken on the pretext of buying land and now not returning it bac

My friend scammed me on the pretext of investing in land and took money which he is not returning now. He keeps promising to return but never does. Do I have any legal provision to retrieve my money. I have only sale agreement available with me and UPI transactions as proof. Any help would be greatly appreciated.
