Money recovery from a person who is not in india

I have payed 10k cad dollar to one our freinds friend who was a immigration consultant in 2022 for filling our PR he didn't signed any agreement but we have all evidence of chat, payment receipt, recordings etc. He has not provided us the services and also his licensed is cancel, we have requested for our money he gave multiple promises to return our money but he is not returning. Last promises was he will return on June 30 but he has not returned. He is Canada and we are in India. Kindly advis

Hello, If you have paid the amount for the services wherever he is based Canada ir India you can initiate the legal process by executing the legal notice for not releasing the due amount and evn not completed the services
