How to get money back from broker work not done

I give Rs.28000 to broker thru net banking for registration of a site, But some reasons register is not happen due to sellers problem over amount. So now broker is not ready give back my money , what to do ?
Dear Sir / Madam,
As the money paid through net banking, you have proof. If the registration did not happen because of you he may not pay you the money. I think there is no agreement made on this. You need to send legal notice for the money recovery.

you have to send notice to the broker . and any proof is there you have paid Rupees Twenty-eight thousand paid for brokerage commission. if paid Rs. 28000/- it is ok otherwise you have to file recovery suit there you have to pay court fee.
